The
Fulbright Commission in Chile continued
the celebration of it's 50th Anniversary
on July 22nd, 2004, with it's second celebratory
dinner this year. The event was held in
Valparaiso and was attended by 65 Fulbright
Board Members, alumni, scholars; university
presidents and authorities from the Fifth
Region in Chile.
Political
Affairs officer Judith Baroody and Assistant
Cultural Attaché Carolyn Turpin,
attended the dinner in representation
of the Fulbright Commission board of directors.
Mrs. Baroody addressed the group for the
first time since her arrival in Chile
as a Board member, providing congratulations
to the successful history of Fulbright
in Chile. Executive Director of the Fulbright
Commission, Denise Saint-Jean M., along
with a gracious welcome, posed a challenge
to the university authorities of the fifth
region to increase the number of Fulbright
applicants from their respective universities.

Welcome
gathering at the Fulbright Commission
TEP 2004.

On July 21-23rd, 2004, the Fulbright Commission
held it's annual Teacher Exchange Orientation
program in Valparaiso, Chile. The Teacher
Exchange Program allows high schools teachers
from Chile and the United States to participate
in a year long exchange program for English
and Spanish teachers respectively.

group of ten teachers, along with Executive
Director of the Fulbright Commission,
Denise Saint-Jean M.
Throughout the three day orientation,
the teachers were addressed by alumni
and government officials from the fifth
region in Chile including, Raul Fuentes
Salinas, from the Ministry of Education;
Mariana George-Nascimiento Fulbrighter
2003; former Teacher Exchange Program
grantees Dixie Olguin (2003) and Alejandra
Gárate (1999) that spoke about
the Similarities and Differences between
the educational system and students of
both countries. Esteban Morales, professor
of Oceanography and Fulbrighter 1978;
Ricardo Benítez, Fulbrighter 1990
and English professor of English at the
Pontificia Universidad Católica
de Valparaíso. The director of
International Relations at Universidad
Mayor, Rene Lara presented on the History
and Culture of Chile while Gonzalo Zápata,
Fulbrighter 2004, spoke about the Reform
and Modernization of the Chilean Educational
System.
In addition to academic and cultural presentations,
the new group of teachers had the opportunity
to discover Valparaiso through a walking
city tour; a visit to Pablo Neruda's house,
La Sebastiana; a tour of the Congressional
buildings, which included the opportunity
to observe the senate in session as well
as hear a briefing on the legislative
system in Chile.
The Teacher Exchange Program is made up
of ten participants; 5 Chilean teachers
who will be teaching in the United States
and 5 teachers from the US, who will be
teaching in Chile.

Cate
Griebel and focus group discuss Human Trafficking
in Chile
|
Catherine
Griebel, currently in the final stages
of her U.S. Student Fulbright grant,
recently hosted a roundtable discussion
with members of Chilean law enforcement,
government officials and members of
the non-profit sector to discuss human
trafficking. The meeting was focused
on the current challenges to anti-human
trafficking legislation and related
laws that address the issue of sexual
exploitation.
The event was held at the Fulbright
Commission office and consisted of a
group interview used to facilitate cooperation
and dialogue between those already working
on human trafficking and related criminality
issues. Participants included congressional
leaders, Pía Guzman and María
Antonieta Saa; Chief of the Chilean
Sex Crimes Division, Sol Castillo; Human
Rights Attorney, Hernán Fernández;
and María Eugenia Ruiz-Tagle,
a sociologist at Instituto de la Mujer.
Catherine Griebel completed her Masters
degree in International Development
with a Certificate in Latin Ameican
Social Policy at the University of Pittsburgh
in 2003.

Peter
Goodwin collaborates with the Pan American Advanced
Study Institute(PASI) to study Hydropower in
the South of Chile
|
|
Fulbright Chile grantee 2003, Peter Goodwin,
of the University of Idaho, was recently chosen
as a lecturer for the Pan American Advanced
Study Institute in the investigation of "Balancing
Hydropower Development and Biodiversity".
The two part investigation of the hydro powered
systems in the Colombia Basin and in the South
of Chile is being organized by PASI in collaboration
with the University of Montana, University of
Michigan, University of Idaho; the Federal University
of Minas Gerais in Brazil and the University
of Concepción in Chile.
Apart from the thematic purpose of this study,
this collaborative program will allow South
American students to pursue graduate studies
in the US, within this knowledge field and similarly,
permit North American students to spend time
at one of the South American institutions involved
in the project, either to participate in field
work or attend summer school programs.

THE
WORLD'S SOUTHERNMOST FULBRIGHTER
|

Being
from the Southeastern portion of the United
States, I have always identified myself as a
Southerner, but now after my Fulbright experience
in Puerto Williams, the world's southernmost
town, I have truly earned the title. Southern
Chile includes many mythical place names, such
as Cape Horn, Patagonia and Tierra del Fuego.
It also houses one of the world's largest and
most pristine intact wilderness areas. This
relatively unknown and mythical part of Chile
was where I was able to develop my Ph.D. dissertation
in ecology with a Fulbright Fellowship and the
local support of the University of Magallanes
and the Omora Foundation. My research dealt
directly with the ecosystem effects of the North
American beaver (Castor canadensis) on the ecosystems
of the Cape Horn area. The beaver is an exotic
species in Chile, introduced in the 1940s in
hopes of creating a fur industry. While the
fur industry failed, the beaver succeeded, and
is now an economic and ecological plague over
much of the region. My dissertation studied
its impacts in this non-native ecosystem and
explored why as an exotic species it could become
so invasive and detrimental.
Science
for the sake of science, in my opinion, is no
science at all. Due to my local partners, I
was fortunately able to integrate my project
with relevant social initiatives, such as education
programs and public policy development. For
example, working in Puerto Williams' only school,
we taught a weekly environmental education class.
The final product was to produce a series of
posters and a teacher's manual that described
the "micro-biodiversity of Cape Horn"
(see www.omora.org).
In the case of southern Chile, it is too often
the case that we lament the fact that there
are so few large, charismatic species, but if
we change our viewpoint it is truly a jungle.
Approximately 500 moss, 400 liverwort and 500
lichen species inhabit the Cape Horn area, compared
to less than 10 tree species. This figure is
equivalent to 7% of the world's non-vascular
plant diversity, making southern Chile a world
biodiversity hotspot for these tiny plants.
A challenge for scientists is to make it possible
for students and the general public to understand
and thereby be able to appreciate these "miniature
forests." In policy development I was able
to collaborate with researchers and authorities
from diverse institutions and public services
to integrate science into decision-making in
several realms. First, a regional plan for the
control of exotic species has allowed my work
to pass from theory to application in order
to remedy the disaster of introduced species,
including the beaver. Additionally, the initiative
to declare the Cape Horn Biosphere Reserve has
provided me a forum to interact with local,
regional, national and international authorities
and truly experience the process of integrating
science and policy in order to plan for ecotourism
and sustainable development in the area, issues
which I plan to continue as a career in international
environmental policy after the completion of
my Ph.D.

NEW:
Fulbright/NYU Fellowship Program in International
Public Policy
The Fulbright Commission Visiting Scholars program
in Conjunction with New York Universities Center
for International Cooperation (CIC) and the
Brine charitable trust, have created a new affiliation
program in International Public Policy. This
grant is geared towards non-U.S. scholars in
public policy who are researching multilateral
issues through a multilateral approach.
The CIC is interested in hosting up to 3 scholars
for ten-month research grants designed to give
visiting scholars the opportunity to pursue
projects in international public policy, in
particular those that examine the political,
legal, institutional and financial bases for
effective multilateral action, including public-private
partnerships and the division of responsibility
between global and regional multilateral actors.
Eligibility candidates must be from one of the
countries eligible for the Fulbright Visiting
Scholar Program, have very strong English skills,
have a PhD within ten years of application,
have experience in both academic research and
practice in government or an intergovernmental
or non-governmental organization and must be
in good health and not approaching retirement
age.
The stipends and benefits provide for economy
class, round-trip, international airfare; a
subsidized studio apartment in university housing
(subject to availability), a monthly stipend
of $US3500.00, and health care coverage under
the Department of State's Accident and Sickness
Program for Exchanges' (ASPE). No dependent
allowances will be available for this program.
In addition, ECA/A/E will cover the costs of
the program administration and the regular Fulbright
Visiting Scholar enrichment activities to which
the grantees will be entitled as Fulbrighter's.
Applications are due by January 3rd, 2005, at
the Fulbright Commission office, 2939 Isidora
Goyenechea, Oficina 305, Las Condes Santiago.

Armando
Uribe, Fulbright Alumni,
Winsthe National Prize for Literature
On
August 30th, 2004, Armando Uribe, a distinguished
lawyer and poet, was announced the winner of the
National Prize for literature, the most prestigious
literary prize in Chile. Uribe is well known for
the diverse nature of his poetry, integrating
everything from law, religion, politics, love
and death into his works. His most recent book,
"De Muerte, " was presented at the National
Library on August 12th, 2004.
As
a Fulbrighter 1963, Uribe completed research at
Michigan State University and simultaneously gave
lectures.

Paz
Errázuriz: "Replicas y Sombras"
Fulbrighter 1992
The
latest exhibition of Paz Errázuriz at the
Telefonica Foundation Art Gallery, has earned
raving reviews, signaling her as one of the most
important photographers in Chile today. "Replicas
y Sombras" is a combination of 100 separate
pieces in black and white. From pictures of the
circus to shots of a naked man in nothing but
his shoes to the overused hands of a boxer, Paz
Errázuriz captures a poetic and intimate
glimpse of life in Chile in her photos. The highly
proclaimed exhibit will be on display until October
3rd, 2004, at the Telefonica Foundation Art Gallery
located at 111 Providencia.
Paz
Errázuriz received a Fulbright grant in
1992 to complete research at the International
Center of Photography in the New York.

Ignacio
Walker, Appointed as Ambassador to Italy
Ignacio
Walker Prieto, Fulbrighter 1982, was named Ambassador
of Chile in Italy by President Ricardo Lagos.
Mr. Walker obtained his professional degree as
an attorney at the University of Chile, and as
a Fulbright grantee completed his Ph.D in Political
Science at Princeton University. Prior to his
diplomatic appointment, Walker served as the Director
of the Institute for Political Studies at Andres
Bello University.

Dr.
Arriaza presenta las momias Chinchorro en el Congreso
El
10 de agosto del presente año el Dr. Bernardo
Arriaza presentó en el Congreso Nacional
una muestra fotográfica y arqueológica
sobre la Cultura Chinchorro poseedora de las momias
antropogénicas más antiguas del
mundo. Cabe destacar que las evidencias de esta
cultura, incluyendo las momias, fueron presentadas
a la UNESCO por el Consejo de Monumentos Nacionales
para que las considere como patrimonio de la Humanidad.
En su discurso, el Dr. Arriaza manifestó
que "es importante legislar para que el dragón
del progreso no devore nuestra historia-la historia
de la humanidad"
El
evento cultural del Congreso Nacional estuvo orientado
a promover e incentivar la protección de
nuestro patrimonio cultural. Dicho evento fue
patrocinado por la Biblioteca del Congreso Nacional,
el Consejo de Monumentos Nacionales, la Universidad
de Tarapacá y el Museo Histórico
Nacional.
El
día Viernes 20 de Agosto, Dr. Arriaza dará
una charla informal sobre los Chinchorro en el
Consejo de Monumentos Nacionales.
El
Dr. Arriaza fue becado Fulbright en el 2002 y
es académico de la Universidad de Nevada
y la Universidad de Tarapacá.

de Investigación de la Web (CIW), Universidad
de Chile, DCC convoca a todos los jóvenes
estudiantes chilenos al Segundo Concurso de Ideas
e Inventos sobre la Web. Buscamos que el máximo
